a. TOPIC -- All speeches entered must be the original work of the contestant. Any appropriate subject may be used, but the orator must be truthful. Any non-factual reference, including a personal one, must be so identified. All speeches must have been prepared during the current competitive year. Speeches that have been used in tournaments or service club contests in previous years shall be disqualified; this rule applies to a new speech by a speaker based on the same subject used in a previous year or to any subject used for any original speech by the same contestant during the same or previous years.

d. MANUSCRIPT -- A double-spaced, typewritten copy of the speech with all quotations underlined must be submitted upon registration. The manuscript must follow the MLA or APA style guidelines for internal citations and must include a "works-cited" page.

During the performance, off-stage focus (meaning contestants may not look directly at each other) must be employed by both contestants; during presentation of narration, or transitional material, eye contact should be made with the audience. The contestants may react to each other's verbal and/or non-verbal expressions, but are discouraged from touching one another. Contestants may touch and make eye contact during introductory material.
Duet Acting is eligible under the at-large bid process ONLY. Duet Acting will not be available under the other bid systems because not all states offer Duet Acting as an event.
We realize that duet acting is not offered at a large number of tournaments across the country. Therefore, in an effort to help generate interest and encourage growth of the event, we are offering the following incentive for the 2010 NIETOC:
If you have a single-entered NIETOC qualifier, that student may enter duet acting with a partner of their choice, as an at-large entry (paid for by the school) at the NIETOC. Each school is eligible for only one of these at-large duet entries.

During the performance, on-stage focus (meaning contestants MAY look directly at each other) may and/or should be employed by both contestants. Contestants are encouraged to touch and make eye contact during any part of the performance. Two chairs will be allowed for use as props or to facilitate blocking and to create levels, atmosphere and environment. Two standard classroom chairs will be provided. If the performers deem it necessary, they may provide their own chairs.
PAIRING INDIVIDUAL EVENTS
1. Sectioning:
a. Each student is guaranteed four preliminary rounds.
b. Entries shall be divided into panels of no fewer than 5 and no greater than 7.
c. Pairings will be randomly made with sections adjusted to meet the following conditions:
1. No student is placed in a section with another student from the same school.
2. No student is placed in a section with the same interpretation selection, if possible.
3. Each student, as far as possible, should meet different opposition in each preliminary round.
2. Judging Panels:
a. Preliminary round panels will have two judges, whose ranks will be combined to determine the round ranking.
b. Quarterfinals and Semifinals panels will have three judges each, whose ranks will not be combined.
c. Final round panels will include five judges, whose ranks will not be combined.
3. Speaking Order:
Unless made difficult or impossible due to double entry, a student should speak in a different speaker position during each round.
POSTINGS AND BALLOTS
1. As soon as possible, rounds will be posted at the school, as well as online at the NIETOC website.
2. The NIETOC Ballots will be used. These will be available for contestants and coaches at the conclusion of the tournament.
PRELIMINARY ROUND CUMES
1. Combined Ranking - Although each contestant will be judged by two judges, the placement in the round will be cumulative. See example below:

* Whenever a judge has marked a contestant lower than fifth, such rank shall be changed to fifth before tabulation begins. b. Balance: Pairing in the elimination rounds shall be balanced. The sum of contestant ranks in each section shall be equal or as close to equal as possible.

d. Uneven sections: When the numbers of contestants in some sections is not the same as in others (i.e. 6, 6, 7 or 5, 5, 6, 6), the average cumes of the speakers in the short section will be added to achieve the section total - then adjusted if necessary.
ELIMINATION ROUND SELECTION
1. Quarterfinalist Selection: On a low cumulative basis, considering the ranks in preliminary rounds and not individual judges' ballots, the quarterfinalists shall be composed of the top thirty contestants divided into five panels of six each. If ties in cumes bring the total to over thirty, the following shall be considered, in order of precedence listed, to arrive at the thirty contestants:
2. Semifinalist Selection: The semifinal round shall be composed of the top fourteen contestants divided into two sections of seven each. These contestants will be selected on a low cumulative scoring basis, adding in the round ranking from the preliminary rounds to the total of all individual judges' decisions in the quarterfinal round. If ties bring the number to over fourteen, the following shall be considered, in the order of precedence listed, to break ties:

Finalist Selection: The final round shall be composed of the top six contestants selected on a low cumulative scoring basis, by adding the round ranking from the preliminary rounds to the total of all individual judges' decisions in the quarterfinal round and all of the individual judges' decisions in the semifinal round. DETERMINING FINAL RESULTS
The winner in each event shall be determined on the basis of low total cumulative score, counting the rankings of the preliminary rounds, each judge's decision in the quarterfinal round, each judge's decision in the semifinal round, and each judge's decision in the final round.
NOTE: A rank of six by a judge in the final round shall not be changed to a five in determining the placement of contestants.

The NIETOC reserves the right to deny or refuse to accept the application from any participant to the competition. The NIETOC reserves the right, at its sole discretion, to change, modify or alter the procedures, rules or regulations regarding any aspect of the competition without notice.
Students who qualify for the NIETOC are able to enter up to two main events and two supplemental events. The choice of events to participate in is up to the student(s), along with coaches and parents.
